Did you think an illegal alien student would leave to go back home if he could not meet a certain requirement?

in Proposed DREAM ACT. I don't mean a requirement of good character, but lets' say that there were new requirements added such as not qualifying if you do not graduate high school with a certain GPA or something like that, I think if DREAM ACT is going to pass it needs to be so rigorous that legal immigrants would have a easier time of becoming citizens. or would say that way they chose to become a citizen is much more easier.
